Brittany Kelm
National Energy Dominance Council (NEDC)
Brittany Kelm is currently serving as a Senior Policy Advisor on the National Energy Dominance Council (NEDC) in the White House. She oversees all oil and gas activity in this role, which encompasses all domestic production and pipeline infrastructure projects. Additionally, her portfolio includes international affairs issues pertaining to US LNG and crude exports for the NEDC. Prior to joining the Trump Administration, she represented Shell USA in Washington, D.C. on the federal team. In this role, she supported Shell Midstream and Deepwater business for the Gulf of America assets and worked to ensure seamless interplay with the two enterprises. She also supported the Downstream, Trading and Supply, and Chemical business during her earlier Shell tenure. Brittany came to Shell after working for Valero at San Antonio, TX headquarters where she worked in a Strategic Planning & Public Policy role in Corporate Development. Here she gave insight to direct decisions for Valero’s strategy on traditional refining and new business in the low carbon fuels and hydrogen space based on policy optimization. Before arriving downstream at the world-renown refiner Valero, Brittany began her career in the oilfields of the Permian Basin in Midland, TX working upstream. She worked for Noble Energy (now Chevron) spending most of her days in Reeves County and the surrounding counties. In this capacity, she served as a state Government Affairs and Community Affairs advisor. Prior to going in-house with Noble Energy, she was a Landman and performed land management duties such as running title and obtaining drilling permits for various independent and publicly traded operators all throughout the Permian counties, including New Mexico. Her first role in the industry was with the Permian Basin Petroleum Association (PBPA), which introduced her to the world of independent oil and gas producers (and majors) operating in the Permian. Brittany attended the University of Texas at Austin where she majored in Government and Communications. She was active in the Young Conservatives of Texas (YCT) and spent her time serving in the 83rd Legislative Session and also interned in Senator Cruz’s Federal office.
Rep. Buddy Carter
Georgia's 1st District

Earl L. “Buddy” Carter is an experienced businessman, health care professional and faithful public servant. For over 32 years Buddy owned Carter’s Pharmacy, Inc. where South Georgians trusted him with their most valuable assets: their health, lives and families. While running his business, he learned how to balance a budget and create jobs. He also saw firsthand the devastating impacts of government overregulation which drives his commitment to ensuring that the federal government creates policies to empower business instead of increasing burdens on America’s job creators. A committed public servant, Buddy previously served as the Mayor of Pooler, Georgia and in the Georgia General Assembly where he used his business experience to make government more efficient and responsive to the people. Buddy is serving his fifth term in the United States House of Representatives and is a member of the House Energy and Commerce (E&C) Committee and the House Budget Committee. As a pharmacist serving in Congress, Buddy is dedicated to working towards a health care system that provides more choices, less costs and better services. A lifelong resident of the First District, Buddy was born and raised in Port Wentworth, Georgia and is a proud graduate of Young Harris College and the University of Georgia where he earned his Bachelor of Science in Pharmacy. Buddy married his college sweetheart, Amy. Buddy and Amy have three sons, three daughters-in-law and eight grandchildren.

Rep. Juan Ciscomani
Arizona's 6th District

Congressman Juan Ciscomani represents Arizona’s 6th Congressional District in the United States House of Representatives. Juan and his family immigrated to the United States when he was a young boy. They established roots in Tucson, Arizona, where his father worked as a bus driver to give his children a shot at the American Dream. Growing up in a working class family taught Juan the value of hard work and the importance of a can-do attitude. Juan attended public schools in Tucson, Pima Community College and the University of Arizona. He worked his way through school with maintenance and service jobs until becoming the first in his family to graduate from college. After college, Juan worked for the University of Arizona and the Tucson Hispanic Chamber of Commerce before joining Arizona Governor Doug Ducey’s administration as Senior Advisor and Vice-Chair of the Arizona-Mexico Commission. Juan focused on the issues of international trade and diplomacy, border security, and economic development. In 2022, Juan was elected to represent Arizona’s new 6th congressional district, becoming the first naturalized American citizen from Mexico elected to the U.S. House of Representatives in Arizona history. In 2024, Juan was named the most bipartisan member from Arizona in the U.S. House of Representatives by the Lugar Center and McCourt School of Public Policy at Georgetown University Bipartisan Index. Juan often shares a conversation with his dad where his dad asked him: “Where else could we have our story? We come to the US, learn English, immerse in the culture, become US citizens, I drive a bus most of my life, and now my son is a United States Congressman. Where else in the world? Nowhere else, that’s the American Dream.” Juan is determined to fight to keep that dream alive for others. Juan resides in Tucson with his wife, Laura, and their 6 kids.

Lieutenant Governor Garlin Gilchrist II has dedicated his career to solving problems. A software engineer by training, he uses thoughtful and fact-based practices to make government work better for Michigan families on issues like entrepreneurship, criminal and juvenile justice, health care, affordable housing, and economic opportunity. He is committed to building a Michigan where every person can reach their full potential. As leader of statewide task forces on jail, pretrial incarceration, and juvenile justice, he worked across the aisle to champion historic legislation to build a smarter and fairer justice system that saves taxpayer money and helps hundreds of thousands of Michiganders access better opportunity for jobs and housing. As chair of Michigan’s COVID-19 Racial Disparities Task Force, Lt. Governor Gilchrist acted decisively to respond to the pandemic’ disproportionate impact on communities of color. Michigan led the nation in tackling racial disparities and continues to expand access to affordable, equitable health care. He has led efforts to connect over 27,000 homes and businesses to reliable, affordable fast internet, expand innovation, and make Michigan the best place to have an idea. He embarked on statewide “Thriving Cities” tours visiting communities in every region to hear from Michiganders about the issues that matter. He also served as chair of the National Lieutenant Governors Association. Lt. Governor Gilchrist and his wife, Ellen, reside in Detroit where they are raising their twins, Emily and Garlin III, and daughter, Ruby.

Jared Golden represents the Second District of Maine in the United States Congress, where he serves on the Natural Resources Committee and the Armed Services Committee. He grew up in Leeds, a small town in Androscoggin County. After enlisting as an infantryman in the Marines, Golden deployed to Afghanistan and Iraq before returning home to Maine. Congressman Golden currently lives in Lewiston with his wife, Isobel, and their two daughters.

Since 2007, Congressman Bob Latta has served the people of Ohio’s Fifth Congressional District in the United States House of Representatives. Congressman Latta is a senior member of the House Energy and Commerce Committee where he plays an intricate role in crafting the nation’s energy, telecommunications, environment, health care, and interstate commerce policy. Congressman Latta serves as the Chairman of the Subcommittee on Energy and is a member of the Subcommittee on Communications & Technology and the Subcommittee on the Environment. Along with his committee positions, Congressman Latta is a Deputy Whip and Co-Chairs the Rural Broadband Caucus and the Congressional Propane Caucus. Throughout his tenure, Congressman Latta has advocated for the interests of the people of Northwest and Northern Ohio through policies that further economic prosperity and job creation. His top priorities on behalf of his constituents include improving access to broadband capabilities in rural areas, reducing government spending, maintaining a strong national defense, combating the nation’s substance use crisis, fighting for energy independence, and implementing commonsense government reforms. The Congressman believes that hearing from constituents is essential to representing them in Congress and has held more than 1,500 meetings in Ohio’s Fifth Congressional District since 2012. He also has held more than 130 Courthouse Conference one-on-ones with constituents where he is available to answer questions, discuss issues, and help solve problems with Federal agencies. Congressman Latta has had 33 bills and provisions signed into law during his Congressional tenure. As a Member of the Energy and Commerce Committee, Congressman Latta worked with his colleagues to pass landmark legislation to combat the opioid crisis. Included in that bill was legislation he authored, the INFO Act, which helps provide needed data and information to those on the front lines of this crisis.

Rep. Susie Lee
Nevada's 3rd District

Susie Lee was born to a working family of ten in Canton, Ohio. Her father was a military veteran who worked at a steel plant, while her mother stayed at home to care for the family of eight kids. After graduating from public schools, Susie worked her way through Carnegie Mellon University in Pittsburgh with a combination of scholarships, loans, and part-time jobs. In 1993, she moved to Las Vegas, where she became a leader in education nonprofits, founding the After School All Stars and later serving as President of Communities in Schools of Nevada. Under her leadership, Communities in Schools helped decrease dropout rates. Since being elected to Congress in 2018, Susie has worked relentlessly with Democrats and Republicans alike to achieve real results for Nevada families. She helped negotiate and get signed into law the once-in-generation Bipartisan Infrastructure Law and the Inflation Reduction Act, which lowered prescription drug costs for seniors and is the single biggest climate investment in U.S. history. Both bills are creating hundreds of thousands of jobs across the country. Susie has led bipartisan legislation that was signed into law to help lower housing costs, protect Nevada’s water supply, expand access to health care, protect children from online sexual exploitation, and improve veterans’ healthcare. Susie has also secured over $5.6 billion for Nevada through grants and federal investments. Susie is ranked the number one most bipartisan member of Congress among all U.S. Representatives, Senators, and governors. She sits on the House Appropriations Committee. She is also the Co-Chair of the Bipartisan Women’s Caucus and is a member of the bipartisan Problem Solvers Caucus and New Democrats Coalition. Susie is a battle-tested perennial Member of Congress who has won her swing district in the swing state of Nevada four times. Her district has a plurality of non-partisan voters. This Congress, Susie was elected Battleground Leadership Representative, a position she created in 2022 to ensure that Democratic House members representing the most competitive districts in the country have a seat at the Democratic Caucus leadership table. Susie lives in Las Vegas and has two children. She is an outdoorswoman who loves to bike and hike.

Governor Kevin Stitt is leading Oklahoma with a vision to become Top Ten in job growth, infrastructure, education and more. He is an entrepreneur who founded Gateway in Tulsa, Oklahoma, in 2000. Starting with only $1,000 and a computer, he grew Gateway into a nationwide mortgage company operating in 42 states and servicing more than $20 billion in residential mortgages. In 2018, he led Gateway through a merger and established Gateway First Bank, which today is one of Oklahoma’s 10 largest banks by assets with over $2 billion in assets, 166 mortgage centers across the U.S., and more than 1,600 employees. Oklahomans spoke in record numbers that they wanted Stitt to use his business acumen to transform the state. In 2018, he received more votes than any gubernatorial candidate in state history in his first bid for elected office of any kind. Governor Stitt has taken a groundbreaking approach to his administration by appointing the most female cabinet secretaries in state history and tapping expert advisors from the private sector, including the first chief operating officer in state history. He is committed to delivering taxpayers more for their money, and his fiscally conservative leadership helped the state build its largest savings account in history, which proved to be prophetic in the face of an oil and gas downturn. Stitt is a fourth-generation Oklahoman and a graduate of Oklahoma State University. He and his wife, Sarah, have been married for 25 years and they have six children.

Arkansas 4th District
Bruce Westerman represents Arkansas’ Fourth Congressional District in the U.S. House of Representatives, where he serves on the Committee on Transportation and Infrastructure and as Chairman of the Committee on Natural Resources. A Hot Springs native, Westerman is an engineer and forester by trade, an avid outdoorsman, and a proud husband and father of four. After graduating from Fountain Lake High School in Garland County, Bruce went on to attend the University of Arkansas where he played on the Razorback football team and graduated with his Bachelor of Science degree in Biological and Agricultural Engineering. He later received his Master of Forestry Degree from Yale University. Prior to serving in Congress, Westerman worked for 22 years at Mid-South Engineering in Hot Springs. He served as a board member for the Fountain Lake School District and was later elected to two terms in the Arkansas General Assembly, where he was the state’s first Republican House Majority Leader since reconstruction. Westerman enjoys hunting and fishing, especially on Lake Ouachita.
Shannon Angielski
Van Ness Feldman

Shannon Angielski has devoted her career to developing and advocating for clean energy and energy innovation policies. Shannon’s over 20 years of experience includes working with industry, academia, labor and trade organizations, and environmental NGOs in building support for the development, implementation, and management of policy designs and advocacy strategies that have led to successful enactment of key legislation, including the Section 45V hydrogen production tax credit, the Infrastructure Investment and Jobs Act’s clean hydrogen hubs program, and the Section 45Q carbon sequestration tax credit program.

Shannon’s recognition that low carbon hydrogen is critical to the success of the energy transition and its potential to cut across multiple industries led to founding and leading the Clean Hydrogen Future Coalition. As President of the Clean Hydrogen Future Coalition, Shannon leads, develops, and supports the coalition’s federal policy initiatives. She also serves as the coalition’s spokesperson before policymakers and the media.

Shannon also manages Van Ness Feldman’s public policy practice and is a recognized leader of the firm’s energy transition practice.

Chris Barnard
American Conservation Coalition (ACC)

Chris Barnard is President of the American Conservation Coalition (ACC). He also serves on the Youth Advisory Council for the Republican Party.

Chris lives in Virginia with his wife, Hayley. He received a Master’s degree from the London School of Economics. Prior to this, Chris played professional soccer in the UK for a few years.

As ACC’s President, Chris is the external face of the organization to donors, media, and political leaders. He has been published in the Wall Street Journal, The Spectator, National Affairs, and more, and often appears on Fox News, Newsmax, etc. Chris is also an international speaker, having spoken at conferences in more than ten countries.

Dr. Rita Baranwal
Radiant Nuclear

Dr. Rita Baranwal is the Chief Nuclear Officer at Radiant, the company pioneering the world’s first mass-produced portable nuclear microreactor. Dr. Baranwal is a former Assistant Secretary for Nuclear Energy and brings decades of leadership experience across the public and private sectors of the nuclear energy industry, with a distinguished track record of advancing innovation in nuclear technology.

Prior to joining Radiant, Dr. Baranwal served as Senior Vice President of the AP300 Small Modular Reactor program at Westinghouse Electric Company, leading development and licensing of one of the industry’s most promising next-generation nuclear designs. She was previously Chief Technology Officer at Westinghouse, overseeing global research and development, engineering, and advanced reactor technologies.

From 2019 to 2021, Dr. Baranwal served as Assistant Secretary for Nuclear Energy at the U.S. Department of Energy. In that role, she directed the department’s efforts to promote nuclear power as a key part of America’s energy future, managing a broad portfolio of research programs and public-private partnerships.

Earlier in her career, Dr. Baranwal was the inaugural director the Gateway for Accelerated Innovation in Nuclear (GAIN) initiative at Idaho National Laboratory and held key technical leadership positions at Bechtel Bettis, Inc., supporting the U.S. Naval Nuclear Propulsion Program.

She holds a Bachelor of Science in Materials Science and Engineering from the Massachusetts Institute of Technology and a Master’s and Ph.D. in Materials Science and Engineering from the University of Michigan.

Dr. Baranwal is a widely respected voice in the global nuclear community and a passionate advocate for deploying advanced nuclear technologies to meet the world’s growing demand for reliable energy.

Christina Baworowsky
Citizens for Responsible Energy Solutions (CRES) Forum

Christina Baworowsky is the Vice President of Policy and Advocacy at Citizens for Responsible Energy Solutions (CRES). In this role, she leads the organization’s efforts to implement federal policies that promote cleaner, more cost-effective energy solutions designed to decrease emissions, boost job creation, support domestic manufacturing and safeguard the environment. With more than a decade of policy and advocacy experience, Christina focuses on accelerating clean technology and innovation. Some of her policy areas of expertise include energy, environment, vehicles, infrastructure, tax, trade, manufacturing, supply chains, telecom, cybersecurity, artificial intelligence, critical minerals and permitting.

Prior to joining CRES, Christina served as the Senior Federal Policy Advisor at Tesla, where she represented the company before Congress and the Administration. In that role, she drove Tesla’s federal advocacy, engagement and policy development to accelerate emissions reduction, promote American innovation and bolster domestic manufacturing. Before joining Tesla, Christina was the principal federal lobbyist for ChargePoint, the world’s largest electric vehicle charging network. She also represented Alliant Energy Corporation, an investor-owned utility serving Wisconsin and Iowa. Earlier in her career, Christina worked at the Nuclear Energy Institute in governmental affairs, which advocates on behalf of the commercial nuclear energy industry.

Ms. Bowman is currently leading state and federal government affairs at Williams, a Fortune 500 infrastructure company with operations spanning the natural gas value chain, including gathering, processing, interstate transmission, storage, and wholesale marketing and trading of natural gas and NGLs.

She has 20 years of experience in public affairs, in both the public and private sectors, helping high-level principals, organizations, and coalitions develop and implement successful advocacy campaigns to meet policy, regulatory, and legislative goals.

Her focus is on energy, environment, and regulatory issues – joining Williams from the American Exploration and Production Council, the leading trade association for America’s independent oil and natural gas producers. Notably, she served in the first Trump Administration as the associate administrator for public affairs at the US Environmental Protection Agency and in the US Senate, as communications director for Senator Joni Ernst (R-IA).

Hillary Bright

Hillary Bright is a seasoned professional with a career spanning 17 years at the forefront of energy, climate, economic development, and policy. With experience across non-profit, corporate, and government sectors, Hillary boasts a comprehensive understanding of the evolving energy landscape. Her tenure includes eight years in Washington, DC, where she navigated federal and state policies and shaped the energy agenda.

Over the past seven years, Hillary has played an instrumental role as the US Renewables Vice President at Xodus Group and Director of Special Projects at the Blue Green Alliance. At Xodus, her operational focus and adept team-growth strategies positioned the company as a key player in the offshore wind and renewable energy sectors. Hillary’s multifaceted expertise is evidenced through her proficiency in client and stakeholder management, labor relations, strategic planning, and policy analysis. At BGA, her expertise in client and stakeholder relationship management proved unparalleled. She maintained high-level relationships with organizational CEOs, union leadership, and elected officials.

Lightbody’s work has supported the passage of important reforms that include securing significant levels of mitigation funding, creating a new program in the bipartisan Infrastructure Investment and Jobs Act that funds resilient transportation projects, developing a new insurance pricing model at the Federal Emergency Management Agency, and improving rebuilding requirements for federal buildings and infrastructure. Filip was appointed as President for LNG Market Development in Jun 2024 based in Houston, Texas. He is responsible for developing and monitoring ExxonMobil’s global LNG strategy and portfolio with objectives to grow LNG portfolio and find synergies with EM Low Carbon Solutions to support global emissions reduction efforts. Recently, Filip held various roles in ExxonMobil’s Corporate Strategic Planning Group. Initially as the Energy Advisor, he was responsible for assessing economic and energy demand trends, and related technology developments and public policy issues. Later on, as the Manager of the Industry Outlook, his activities moved to building ExxonMobil’s view on global oil and gas supply, and insights on market balance. He is a key contributor to the ExxonMobil’s Global Outlook. Filip joined ExxonMobil in 2001 and has held various positions both in upstream and downstream, in commercial, financial and strategy roles with having worked in Belgium, Netherlands, UK and US. Filip holds a degree in electrical and mechanical engineering (2001) at Ghent University and obtained an MBA from Vlerick Leuven-Gent Management School (2011).
