Joe is a seasoned environmental and energy executive focused on climate policy, greenhouse gas reduction, and the transition to lower carbon fuels.
As General Counsel and Corporate Secretary of Growth Energy, Joe leads the organization’s legal and regulatory strategy on federal and state renewable fuels policy, fuel and emissions standards, GHG lifecycle analysis, and implementation of major climate legislation.
In this role, Joe advises executive leadership and industry stakeholders on complex questions involving carbon accounting, decarbonization policy, and the regulatory pathways for emerging low carbon fuels and technologies.
Over the last two decades Joe has led major federal rulemakings, administrative proceedings, and litigation under the Clean Air Act and Administrative Procedure Act, working closely with scientists, economists, technical experts, policymakers, and nationally prominent outside counsel. Earlier environmental practice included GHG regulation, crop protection, mobile and stationary source emissions, and other federal environmental and energy matters.
Prior to Growth Energy, Joe worked in the Washington, D.C., environmental law practices of Arnold & Porter LLP and Wiley Rein LLP. He received an undergraduate degree, summa cum laude, from Louisiana State University, a master’s degree from Georgetown University, and a J.D. with high honors from The George Washington University Law School.
