Sheila Moynihan is the Managing Director of the Energy Infrastructure Alliance Forum, a nonpartisan policy organization focused on strengthening federal energy-infrastructure financing tools that advance innovation, energy security, and U.S. economic competitiveness.

Prior to joining EIAF, Sheila served as Chief Operating Officer of the U.S. Department of Energy’s Loan Programs Office (LPO), where she helped guide the organization through a historic expansion. In that role, she oversaw four core divisions – Risk, Legal, Technical, and Operations – as well as Communications and Legislative Affairs, and advised on multi-billion-dollar financing decisions across a wide range of energy technologies. She previously served as LPO’s Chief of Staff, leading coordination across DOE and interagency partners on major loan decisions and policy development.

Sheila’s career at DOE spanned more than fifteen years, including leadership roles in the Office of International Affairs and the Office of Energy Efficiency and Renewable Energy. Earlier in her career, she analyzed geopolitical risk in the oil and gas sector. Sheila holds an M.A. in International Relations and Economics from Johns Hopkins SAIS and a B.A. in Political Science from Villanova University.
