Tim Doyle is an energy and climate policy executive with more than two decades in law, government, and advocacy. His work centers on federal permitting, regulatory reform, and the process questions that determine whether energy projects get built.
He is co-founder and Chief Executive Officer of the Responsible Business Initiative, a bipartisan policy and research organization, and Founder and Principal of Doyle Strategies, LLC. He is the author of The Cost of Delay, a 2026 study of federal permitting and interconnection delay across the American energy system. He also serves as a senior policy advisor to Centerline Liberties.
Tim advised the CRES Forum in 2024 on clean energy policy, corporate outreach, and funder development, and authored the CRES Forum white paper on the SEC and climate disclosure in 2022. Earlier he built and led the Bipartisan Policy Center’s corporate governance program, and served as Vice President of Policy and General Counsel at the American Council for Capital Formation, where he wrote on the Obama energy legacy, hydraulic fracturing regulation, and permitting reform.
On Capitol Hill, Tim served as Staff Director of the Subcommittee on Oversight and Senior Counsel on the House Science Committee and as Director of Investigations and Senior Advisor to the Chairman on the House Natural Resources Committee. He has testified before Congress twice and has published more than thirty op-eds on energy and regulatory policy.
Tim began his career as a prosecuting attorney in Michigan. He holds a bachelor’s degree and a law degree from Michigan State University and is a member of the bar in the District of Columbia and Michigan.
